University of Debrecen : Publication Research Support Program

In 2023, the University of Debrecen launched the Publication Research Support Program to promote and support high-quality scientific research. Based on successfully published research outputs, the program provides additional financial support to researchers and faculties, thereby encouraging further research activities and contributing to future scientific achievements.

Application Process:

  1. Complete and submit the application form (the form can be accessed after logging in to the University’s email system):
    • IMPORTANT! Upload the appropriate author declaration.:
  2. The Library verifies whether the applicant is eligible for funding based on the publication concerned:
    • If the applicant is not eligible for funding, they will be notified accordingly.
    • If the applicant is eligible for funding, the Library forwards the application to NOKK at the end of the relevant quarter.
  3. NOKK awards the funding.
  4. The Director General of the Library informs the faculty deans by email.
  5. The faculty applicant is informed by the Faculty of the amount of funding awarded.

Funding Utilisation Process at the Faculty of Engineering:

  • The funding is allocated to a Faculty budget managed by the Dean. The process will be as follows:

    • The amount available for expenditure will be recorded under the name of the funding recipient.

    • The funding may be transferred, in part or in full, to a co-author of the funded publication who is affiliated with the Faculty. The funding recipient must submit a declaration specifying the proportion of the funding to be transferred to the Faculty co-author. The declaration must be sent to Judit Kovács.     • A recipient may receive multiple funding allocations at different times if funding is awarded for more than one publication.

    • The total amount available for expenditure will be recorded for each recipient.

    • All expenditures must be countersigned by the Vice-Dean for Research before any payment or procurement process is initiated. This ensures compliance with the applicable rules and, at the same time, allows the expenditure to be recorded when it is countersigned.

    • At the Faculty of Engineering, the records are continuously maintained by Judit Kovács.

    • The funding may be used in accordance with the provisions of the Program. In the case of equipment purchases, the Faculty determines which items of equipment may be acquired for research purposes within the categories specified in the relevant regulations. Scholarships may be awarded from the funding to any student of the University of Debrecen.

    • In the case of equipment purchases, the Department initiates the procurement process in the usual manner, specifying the Faculty budget allocated to the Publication Research Support Program. The purchase order is issued by the Faculty following countersignature by the Vice-Dean for Research.

    • As a general rule, PhD students who are employed by the University of Debrecen are not eligible to receive a scholarship from this funding.

    • In the case of funding for conference participation, the funding request must be submitted to the Vice-Dean for Research. Once approved, the process may be initiated in the travel management system, specifying the Faculty budget allocated to the Publication Research Support Program.

Additional Rules:

  • From 1 January 2026, funding may only be awarded for articles published in journals that have a non-zero rating on the Norwegian Register at the time of manuscript submission.

  • The multiplier for review articles is 0.5, while the multiplier for research articles is 1.5. For these two publication types, citation impact will also be assessed, and additional funding may be awarded retrospectively.

  • The permitted uses of the funding are clearly defined in Section 3.3 of the relevant regulations.

  • For the publications concerned, the amount of APC funding provided by DEENK for the publication will be deducted from the funding awarded. This applies only to the 50% Open Access (OA) funding (up to HUF 400,000). In the case of Q2 journal articles, the OA funding may exceed the amount of publication research support available. Therefore, in such cases, submitting an application may not be worthwhile. The deduction does not apply to funding received under the EISZ programme or to funding provided by the Faculty.

  • If a publication has multiple authors affiliated with the University of Debrecen and at least one of them is the first, last, or corresponding author, it is advisable for one of these authors to apply for the funding, as high-priority authors are eligible for a higher level of financial support.

  • Only one University of Debrecen author may receive funding per publication, even if, for example, three out of four authors of the article are affiliated with the University of Debrecen. Funding may be awarded to only one University of Debrecen author for each publication.

  • For funding purposes, the Q ranking applicable at the time of manuscript submission is always taken into account, rather than the year of publication. No retrospective adjustment is made based on the actual SJR value.

  • The Library collects the applications and verifies the publications before forwarding the applications to NOKK for a decision. Applications are consolidated on 30 April, 31 August, and 31 December.

  • The funding is provided by the University, while DEENK is responsible for the administration of the Program and for providing information on the applications.

  • As a mandatory attachment to the Application Form, an author eligible to apply for publication funding must also submit a brief, accessible summary of the article for which funding is requested, in both English and Hungarian, prepared for upload to the DEKIR system. The summary must be written in plain language and must not be the article abstract.

  • Researchers who have received funding under the University of Debrecen Publication Research Support Program are required to include the following acknowledgement in subsequent publications for which the funding has been used: “Supported by the University of Debrecen Program for Scientific Publication.”

  • The Program will continue in 2026.
